NRW delays decision on Gamebird release regulation in Wales

Today NRW announced that it will not be continuing with its proposals to license gamebird release next year for the 2024/25 season. After receiving 42,000 responses to the consultation earlier this year NRW concluded that having licensing in place in time for the 2024/25 shooting season was not achievable. Instead, NRW has stated that ‘should licensing be required’ it would not come into force until the 2025/26 season, twelve months later than originally proposed.

The GWCT maintains that it would be preferable for the sector to self-regulate, and that every shoot has the potential to deliver a biodiversity net gain if good game management is practised.

Whilst the GWCT welcomed NRW highlighting its scientific research and associated Guidelines for Sustainable Gamebird Releasing, the GWCT advised against the proposed General Licences because they risked severely damaging the sector and its associated conservation, economic and societal benefits. Furthermore, the GWCT reminded NRW that there is no conclusive evidence to suggest licensing is a proportionate option.

The delay has been implemented to ensure that NRW can properly consider the consultation responses and engage with stakeholders, as well as honouring its commitment to give shoots in Wales sufficient time to prepare for any changes. NRW has stated it will be providing advice to Welsh Government and the Minister for Climate Change by 31 October 2023.

In the meantime, GWCT urges all shoots to demonstrate that the sector can effectively self-regulate. This can be achieved by following best practice and adhering to existing legislation such as the mandatory APHA register for poultry (including gamebirds) keepers. Shoots can also assess and demonstrate the biodiversity they deliver by using the free GWCT online Biodiversity Assessment tool.
